This work is by Donna Taylor. She is a Master in the wet on wet technique of water color art. In addition she has taught Water Color art for the last 30 years. Ms. Taylor has a worldwide following and is very popular for her works both here in the United States, but also in Europe particularly in Germany.

To explain this Wet on Wet technique, the surface used by the artist is moistened and then one stroke at a time the color or shading is applied and allowed to dry before the next stroke is placed. Her works typically take up to three weeks to create, and her originals sell in the four to five figure range. This particular piece is called a giclee. This is what you may consider a hand embellished print. It is a bit larger than usually created by Ms. Taylor, but it reveals even minute detail of the colors involved.
