The top layer is a gorgeous sheer blue topped with sparkle background and topped with a blue bow.  Under the top layer are 9 layers of two types of tulle for a ballerina effect. Velcro closure at neck and around chest.

Length from neck down back is 10".  Neck velcro adjusts 12" - 13". Chest velcro  adjusts 16 1/2" - 18".
