If you are opting to redeem these points for airfare, there are generally no blackout periods.  If you use the points during high travel times, however, the points will not go as far because the ticket price matters. Conversely, one could apply points towards numerous off season airfare tickets where coach round-trips can be as low as 25,000 points.

These points can be transferred to certain airline and hotel programs. Delta and Southwest are the most prominent US carriers. The advantage to this is the recipient can have greater control over flight selection and the transferred points are subject to the airline program in terms of expiration date, etc (many don't expire for three or more years).
