Signed and dated 2015 on the back by M. Kriburg who does Surrealist Collages from ready-made objects that comment on American politics. In this case, the surrealism comes from the candidate's choice of their election slogan.

“Buyer may choose to pick up item directly from the donor or have it shipped. If shipped, buyer must arrange with the donor to pay separately charges for packing, shipping and if desired, insurance (preferred carrier to be discussed between buyer and donor).  Buyer is responsible for any duties or taxes which might occur if shipped outside of Switzerland."
