Republicans had been in the minority in the U.S. House for 40 years.  House Republicans introduced a bold idea - tell the American people what they would do if elected - by making a "Contract" with America. Led by Reps. Newt Gingrich and Dick Armey, the Contract with America helped propel the Republicans to victory in the 1994 elections and become the majority party in the U.S. House for the first time in 40 years.
