I'm calling this a pre-loved 'vintage' polyester tie as I think the fact it stated Made in USA tells you that it's been pre-loved.  It is Navy Blue with brown dachshunds.  It is 56" in length total and 3" wide at it's widest point.  There are some offered on eBay that state these are vintage and many were made with dogs.
