This cat vest/harness will fit a cat with a 9in  neck size.  It locks securely with velcro and a buckle tab - no escapes there.  It incluses a matching leash too.  There are some Nylabone 'munch N clean' denta net treat pockets as well.  These little chewy things can be used to distract your cat while you put the harness on.  Cats have to get used to things being strapped on their bodies...please be patient.
