This collar was handmade by Margy Hofsass!  The elastic is 12" so it will stretch OR you can tighten it for a smaller pup.  This has approx 2" - 3" of ribbon dangling from the collar.  Decorated with felt pompoms at the end of each ribbon.  Reminds me of a court jester collar!
