Even though the tag says these are a Medium, I would go with Small.  The elastic waist is 24" with an inseam of 19".  The capris are not hemmed but rather cut with a scallop edge.  They feel like a nylon but can't be sure as there is no material tag.  Just a fun pair of capris to lounge around in!!  

These would probably be great for a young adult!  Just a fun around-the-house pair of capris!
