New without tags.  Possibly this was tried on a pup but didn't fit.  It's not marked Small.  But it looks Small or Extra Small.  The back from the base of the hood is 12" and the unadjustable girth is 16".  It has sequin belt and metal buckle.  There is a slit for a leash.
