Steve Millard is executive director of the Council of Smaller Enterprises (COSE) and chief operating officer of the Greater Cleveland Partnership, one of the nation's largest chambers of commerce.

Millard joined the Greater Cleveland Growth Association--an organization that recently merged with Cleveland Tomorrow and the Greater Cleveland Roundtable to form the Greater Cleveland Partnership--in 1997 as director, Growth Strategies. During his tenure, Millard worked with departments and programs across the Association to assist them with key strategic and operational initiatives. He was promoted to vice president of Growth Strategies in January 1999 and named a staff officer of the Association. In this role, he assumed responsibility for leading the Association's strategic planning function, as well as oversight of the sales, customer service, member services and product development functions. In October 1999, changes in the organization and its structure resulted in the creation of his role as vice president of Member Services and executive director of COSE. Millard was appointed interim chief operating officer of the Growth Association in September 2003, and was subsequently appointed COO when Greater Cleveland Partnership was formed. In addition to his role as Executive Director of COSE, as COO of GCP, he provides leadership for Member Services, IT, Marketing and Communications, HR and other organization support functions.

Prior to joining the Growth Association/COSE, Millard spent five years with Andersen Consulting's Strategic Services Practice in both Boston and Cleveland. At Andersen Consulting, he focused on strategic management and supply chain strategy projects for Fortune 500 companies. Millard also served General Electric's Medical Systems Business Group in Boston, where he was responsible for sales and service logistics for the Northeast Region.

Millard holds a degree in finance and a degree in transportation and distribution management from Syracuse University. He graduated summa cum laude and was named both University Scholar and Class Marshall for his graduating class. He is one of few graduates in the history of the university that captured both the top academic and top leadership distinctions granted by the university.

Millard serves on the boards of the American Chamber of Commerce Executives, National Association for Membership Development, the National Small Business Association, the Presidents Council Foundation and Cleveland Arts Prize.
