Ahoy! It's Tugs at Providence Docks by Donald Yeomans of Warren, RI.

These are the workhorses of the waterfront - and their skippers and crews take genuine pride in their ability to maneuver the huge ships that cross the seven seas through the tight confines of inland waterways.
