"Water Lillies" was painted by Marney Farrell, 87, who has been painting since she was 16. She grew up in Colorado, but lived most of her life in San Francisco, where she studied art and worked as a commercial artist.  Farrell paints in acrylics, as seen in this painting. She lives in Fairfax County, Virginia.
