The Homeless Advocacy Project (HAP) is a private nonprofit organization that provides free legal services to homeless individuals and families and those at risk of homelessness. HAP brings volunteer lawyers and legal professionals directly into the shelters and soup kitchens where homeless Philadelphians live and eat and, by way of legal clinics conducted regularly at such locations throughout the City, offers legal advice, information, and representation to some of the City's neediest and most vulnerable citizens. Since HAP began in 1991, HAP's volunteer attorneys, paralegals and law students have provided legal assistance worth over $23 million to over 19,400 homeless individuals. HAP's goal is to provide homeless people with legal assistance, advice and information needed to enable them to obtain income, housing and self-sufficiency.
